Vote bank politics, Nepotism, opportunistic population, Saviours becoming destroyers (Perks, pension and salary structure enjoyed by our MPs and MLAs at the expense of the Taxpayers money) have messed up everything in the country to a brink of failure. Education is already in the black hole, of course due to deliberate wrong appointments and promotions of teachers. Might of insensitive corrupt people has become the right. It's a very dangerous situation. Like Minded people must come forward and do everything to tackle this Monster. Hostel & Mess charges and Fee hike issues are only the drop in the ocean. Things need to be taken holistically.

  1. Why all Government owned institutions and universities can’t have the similar policies?
  2. Is there anybody answerable for creating this mess?


The point system developed by UGC has proved to be a complete disaster. It has failed to provide and ensure good quality teachers. The Government must immediately withdraw all the rights of appointing the faculty from the heads of the institutions. It can be handed over lock stock and barrel to the UPSC else a separate Commission on the lines of the UPSC may be formed on top priority for salvaging whatever is left.

By the way I was taught by my teachers (Gurus) that it is almost impossible to put the Frankenstein back in the bottle. May God save and help us reviving (The) education in the country.

The Nation can succeed only when ACCOUNTABILITY is introduced  and respected in the system.

VIVA: ZERO COMPLAINT AND NO GRIEVANCE PROCEDURE, A NEW APPROACH

[WRITTEN FORMAT, EQUAL OPPORTUNITY EVALUATION PROCEDURE]

Viva-Voce examination as one of the stereotype components of the evaluation procedure at the end of the semester is one activity which affects the grades of the students in real erratic manner. Neither students nor teachers are ever confident of their individual performances. The earned grades are not the desired grades on most occasions. This grey area always makes one spend sleepless nights. This limitation of the Viva Voce procedure has been finally overcome by bringing in the ‘Written Format’. It has the following advantages:
  1. Converts present discriminatory Viva-Voce examination into an equal opportunity procedure for all the students in a class.
  2. All the students of a class are asked to respond to exactly the same set of questions at the same time and duration. This offers exactly same opportunity to all the students.
  3. The biggest advantage of engaging all the students simultaneously makes it possible to offer 50~100 True / False type statements in a written format. All that students have to do is to write True / False (T / F) in a box against every statement. 
  4. The statements are designed to bring in brainstorming and to prevent any guess work.
  5. Evaluation could be further based on ‘+1’ for every correct response and ‘-2’ for every wrong response.
  6. No marks would be deducted for unattempted or skipped statements. Therefore students will ATTEMPT ONLY WHEN SURE. Please note, engineering education has no room for guessing.
  7. The current discriminatory and monotonous faculty – students engagement will be a matter of past instead the whole procedure could be over may be in 30~ 45 minutes.
  8. All the students are convinced of 100% transparency and zero nepotism / favouritism.
  9. Response sheets are shown and discussed with the students for ensuring additional knowledge gain and confidence of the students. 
  10. 50~100 True / False statements leave no room for casual attitude and instead motivate students continuously to learn.
  11. This makes it possible for a teacher to do the relative grading seamlessly for all the students in a class in a transparent manner
All teachers and students must try this format right at the earliest opportunity. I am convinced that a very major irregularity has been addressed effectively. I am following it for over twenty years.

I have provided SAMPLE RESPONSE sheet for reference. Actual statements and responses will however differ from teacher to teacher. The common practice of asking the students to write the answers has been done away with. Instead students are asked to comment whether what we have written is ‘True’ or ‘False’. This brings end to all possible complaints or grievances.

Considering number of PhD theses completed, number of publications in SCI / Scopus journals (International or National) and number of Sponsored Research projects completed for selecting a Head of the Institution / Faculty is criminal. It only proves the fact that Selection Committee doesn't have the WISDOM needed for making a required selection. This is one of the main reasons for mad rush for adding these numbers to the individual CV. Most are compelled to adopt ‘beg borrow or steal’ or ‘by hook or by crook’ philosophy for making their CVs sellable. Selections made on the basis of such unrealistic criteria have failed both education and research. Most faculty members force their research scholars to write at least two papers otherwise they won't be allowed to submit the thesis. Some universities / Institutes have gone to the extent of making it a rule with the blessings of the Senate. Only TRUE, HONEST, ORIGINAL and INNOVATIVE researchers can understand that no research worth a name can be carried out under pressure or by wielding a DANDA. Therefore all those faculty members who apply these pressures don't qualify to be Supervisors / Research Guides in the first instance. However some IITs have gone step further by fixing a target of churning out minimum 1000 PhD theses per year. Research except some exceptions is already dead in most Institutes / Universities with the blessings of the Heads of the institutions selected by the so called brilliant Selection Committees. May God save the Nation? No appeal is made for obvious reasons.

OBJECTIVE OF PhD PROGRAMME, FIVE QUESTIONS AND RANKINGS

  1. What is the objective of running a PhD programme by IITs?
  2. What will the Nation gain if all IITs start awarding at least 1000 PhDs per year?
  3. What is that the Nation is losing by not producing 1000 PhDs per year?
  4. Can research be strictly time bound?  
  5. Is there a way to quantify the quality of research?


Merely liking it serves no purpose. The healthy discussion is certainly needed at this stage. Pardon me if particularly IITians feel hurt but in that case positive thinking researchers must come forward. There are colleagues who don't forget to post even an iota of irrelevant issues. Let us see if they get time to respond to these five questions.  Research is a bread and butter of our development.

It is noticed that every head of the institution is busy in all types of permutations and combinations for improving the ranking of the institute. IITs have even complained of biased attitude of TIMES to the MHRD. Please go through:

for more details. The simple formula is to concentrate or address these five issues and the rankings will go up automatically. The brand of perfume is known by the quality of fragrance it spreads. Similarly the academic institute will be known only by its  QUALITY research. Target this but vision is required.

One of the serious scientists has asked me this question, “How many theses were useful for public life”? 

My response is:
It’s an irrelevant question rather wasting time. Who is bothered? The principle adopted is "QUANTITY OVER QUALITY". Most Institutions including the premier ones are following this. May be the system has done the qualitative analysis of the faculty involved? May be the Custodians aren’t able read between the lines? Any country which has a compulsion of PhD degree can never succeed. Since PhD is a matter of developing philosophy and by nature everyone just can't be a philosopher. Therefore PhD must be by choice not by compulsion. Guiding PhD has also become a joke. Non-Philosophers are guiding PhDs. 

It’s time to get serious else we won’t be able to provide quality fuel to the institutions like ISRO and BARC.

1. This is a unique place where faculty is officially funded for carrying out fraud research that brings bad name to the Nation and the Institute.

2. This is a unique place where faculty is liberally funded to travel abroad on Government of India expenses for presenting fraud research for bringing bad name to the Nation.

3. This is a unique place where faculty is liberally funded to travel abroad on Government of India expenses even by telling a lie that you are going for presenting the research paper. 

4. This is a unique place where faculty is officially rewarded for carrying out fraud research.

5. This is a unique place where faculty is officially promoted on the basis of number of fraud and manipulated publications.

6. This is a unique place where Scientists (Engineering) are so fertile that they are able to publish @ 2~3 Journal publications per month.

7. This is a unique place where fraud and cooked up biodata can reward you with the position of Head of the Institution. This means bigger the academic fraud bigger the post.

8. This is a unique place where despite reporting a false claim in the biodata, the person gets promoted instead of getting terminated. Such faculty members themselves don’t even know as what they are teaching in the classroom. These faculty members (vast majority) and the Heads of Institutions who have recruited them are Truly Responsible for Murdering the Bright Career of the Youth and Industrial Slowdown / failure.

9. This is a unique place where students are crookedly brainwashed to run for scoring grades only and there is no place for knowledge. Therefore there is no risk of incompetent faculty getting exposed.

10. This is a unique place where faculty is getting away without responding to the queries of the students in the classroom.

11. This is a unique place where honest researchers are made to slog and subjected to maximum possible academic and mental torture by the unscrupulous Scientists and Custodians of Higher Education.

12. This is a unique place where serious action is taken against the person for reporting fraud. 

13. This is a unique place where all efforts will be made to safeguard the crooked and unscrupulous scientists.

14. This is a unique place where Heads of the Institutions shamefully shirk their responsibility by putting it on the shoulders of juniors. This is also one of the main reasons for the widespread degradation of the Institutions.

15.   This is a unique place where Nepotism has higher weightage than the academic performance.

No immediate action by the Heads of the Institutions and Custodians of higher education in the next fifteen days will prove my point.

I am overwhelmed by the love and affection with which you all have sent wonderful and emotionally charged Birthday wishes. I have received more than thousand wishes putting together all media sources. Believe me, initially I had started responding individually but the rate at which the birthday wishes from my loved ones started pouring, I got totally busy in pocketing all of them. I wasn’t ready to lose even one. This collection process kept me busy beyond 12.00 am next day. Since I was busy in enjoying the warmth of every wish, couldn’t respond individually beyond a point but it doesn’t mean that I don’t love and respect the sentiments of all others. Therefore I am responding collectively to express gratitude to you all for taking out some time from your busy schedule in sending the lovely birthday wishes.

These affectionate messages and wishes are the backbone of my strength, success and resolve for serving the humanity. I sincerely request every one of you to continue to shower your blessings & wishes on me. I really need you all. You are very important to me. Thank you very much once again.

Then Rishi Kanad must have been practicing Ayurveda?

Since our ministers by and large have no truck with the subject of the ministry, therefore as per convention it's not the fault of Mr Nishank but of the speech writer. He must be taken to task. Mr Nishank is an innocent Indian minister and politician but VERY COMPETENT to be the Chairperson of the Selection Committee for selecting Directors for IITs and IISc.

This explains the exponential decay of our higher education.

The true meaning of democracy is “by the people, for the people, of the people” but the true meaning of the Indian Vote Bank Governed and driven Democracy is “by the politicians, for the politicians, of the politicians”.

The better term to describe our political system is “POLITOCRACY”. POLITOCRACY is a political form of government where the politicians work for themselves, neither for the party, nor the electorate. Our politicians most without professional qualifications and experiences but with pending court cases are capable of making policies for steering the Nation. This includes the three major ones as well (Foreign, Defence, and Education). The education policy is in fact the backbone of the Nation but our Politocracy has ensured that it remains broken forever. Since we are the true captive vote bank members, have “No vision and self-esteem”. 


Another term that describes our system accurately is “CORRUTOCRACY”. This means “for the corrupt, by the corrupt, of the corrupt”. This corruption could be Financial, Moral and Ethical or all in one. This mainly is based on buy and sale of Political Souls (Horse Trading) for building empire of corruption for family and self.

The hybrid term could be "Politico-Corruptocracy"

Request the GOI to ponder on calling Shree Mohan Das Karam Chand Gandhi as “Rashtra Pita”. It looks like as if we are insulting the Nation. No one can ever be bigger than the Nation. Bharat existed much before he was born. He was born in Bharat (India) then how can he be called as “Rashtra Pita” or “Father of the Nation”? If at all there is a political compulsion then he may be called as “Rashtra Putra, (राष्ट्र पुत्र)” or "Son of the Nation". This is without any prejudice. Nation must be respected.

NATIONAL EDUCATION POLICY 2019, SOME IMMEDIATE COMMENTS

I happen to go through the draft of “National Education Policy 2019”. Without any prejudice, I have the following immediate observations:
  1. What was the need for preparing draft for “National Education Policy 2019”?
  2. Has the present policy failed to deliver?
  3. What has gone wrong?
  4. Were the policy makers short sighted?
  5. What markers were and are the base of forming the earlier policy and the present draft?
  6. Who all are accountable for this failure both at the School Education and Higher Education level?
By and large there seems to be some contradictions in the present report. Causes of failure sighted at various places look little vague and are without any “Pinpointed suggestions / reasons / solutions”.
The cause(s) of chronic disease and decay haven’t been isolated or quantified.

Therefore, I humbly suggest holding on the implementation of this draft since it will be a futile exercise without the HONEST POST MORTEM of the existing failed education policy. Without providing or listing of “How and Why” of events leading to failure of the present policy will lead to another failure in succession. The Higher Education will not have another chance to come out of the ventilator. We must not close our eyes like a pigeon when it sees a cat.

Preparing a policy of this importance is not easy. The sincere effort of the esteemed members is well appreciated. However, the post-mortem needs to be carried out first; else it may prove to be another disaster. I sincerely request one and all to please take it as a positive criticism in the interest of everyone.

ONLINE ENGINEERING DEGREES, SHOULD IT BE A REALITY?

Is it the right time and the best opportunity for introducing the 'ONLINE ENGINEERING DEGREE' programmes in the country? The advantages could be:

1.        Tremendous resource saving in terms of funding, land, infrastructure, energy, foreign exchange.

2.        Requirement of few hundred acres of land for each institution will vanish. Thus more land can be made available for modern farming and improved civic infrastructure.

3.        There won’t be any financial pressure on the parents for sustaining their wards in Hostels.

4.        Staying at home will allow healthy and hygienic food for the students all the time.

5.        Huge expenditure and pressure in hiring faculty will be eliminated.

6.        Examination could be ‘Online or OMR sheet’ based.

7.        Single University (National University) alone can manage all online admissions and testing process.

8.        Students can register for ‘mooc courses offered by nptel’.

9.        Anybody interested irrespective of age with minimum eligibility should be able to register for the particular course. This will do away with all entrance tests.

10.     Students thus will be able to register for a degree of choice since there can’t be any limit on the number of seats available in a particular programme.

11.     All the students will hence be covering exactly the same curriculum and examination. This will also help in providing honest National grading of students (Absolute Ranking).

12.     Pressure of opening more institutions and creating infrastructure won’t be there.

13.     There won’t be any peer pressure on the tender minds. This will be saving students from getting in to mental depression and frustrations.

14.     Funds saved could be utilized for creating better civic amenities and ‘Affirmative Action’ for the society.

15.     The greatest advantage could be the Vaporization of Coaching Institutes, thus saving young minds from the tremendous mental pressure which at times leads to committing suicide.

16.     Education won’t be a business anymore.

Heartiest congratulations to all the JEWELS (Padma Awardees-2019) of India. You must have done a great service to the People and the Nation. We are proud of you. However, without any prejudice and offence, I always find myself at loss regarding the BASIC ELIGIBILITY CRITERIA for these awards. 

To the best of my knowledge the Padma Awards are one of the highest civilian honours of India announced annually on the eve of Republic Day. The Awards are given in three categories: Padma Vibhushan (for exceptional and distinguished service), Padma Bhushan (distinguished service of higher order) and Padma Shri (distinguished service). The award seeks to recognize achievements in all fields of activities or disciplines where an ELEMENT OF PUBLIC SERVICE WITHOUT PERSONAL SELF-INTEREST AND WEALTH GENERATION FOR SELF IS INVOLVED.

It will be a great service to the people if any of the awardees or the Government finds time to educate us on this issue. I am sure some of the awardees themselves are in a state of shock to find their names in the list of awardees.
